A student can receive notifications on an entire discussion thread by subscribing to it. However, you cannot subscribe to individual threads within the discussion. (Here is a guide that explains more:How do I subscribe to a discussion as a student?)
Therefore, a student will receive a notification when a new reply or post is made to the entire discussion. But, in order for a student to receive a notification, he must have his Notifications Preferences set correctly. (Here is a guide that explains more: How do I set my Canvas notification preferences as a student?)

That’s super helpful thank you! I was hoping students would get notified when I commented on their discussion board comments.
What about Assignment submissions? Can student’s receive notifications on if I make a comment on an assignment submission like in the speedgrader?

When a change is made to a student's course grades, the Grades link in Course Navigation adds a indicator representing the number of changes in a course since their last visit. The Grades page shows the details of their graded assignments, including comments. The student does also have the option of setting up their notifications to show when an instructor grades an assignment.
