Is there a global setting that can be applied to special student profile that extends quiz time instead of manually editing each quiz for student ?
I have a student with special needs who requires additional time for quizzes.
Instead of manually extending the time for each and every quiz via Moderate This Quiz, is there a global setting that can be set within the profile for that specific student that allows for quiz time extension like in Moodle?

@madronal , no, you cannot currently do this in Canvas--at least, not as a teacher (see below). In order to extend quiz times for a specific student, you will need to use the Moderate This Quiz feature in every individual quiz, as you've described.
On the bright side, the ability to is on the product team's radar; even though this idea was archived, it did receive a positive comment from the product team, indicating that it is in the longer-term plan.
In addition, in the comments section of that archived feature idea, ryant pointed out that admins do have the ability to accomplish this through the API: Course Quiz Extensions - Canvas LMS REST API Documentation Perhaps that can serve as an interim-term remedy for you.

Can we request that it be global setting in Canvas for the entire course? All assignments, discussion boards, quizzes, etc. like it is in MOODLE? With more and more students with disabilities self-identifying and class sizes increasing this is a huge help in saving time for instructors.
@bbeckmeyer , the ability to give a student extra time on all quiz attempts across a course is built into the new quiz tool, and you can read more about that at How do I adjust timer settings for a student's assessment attempts in Quizzes.Next? in the Quizzes.Next User Group. I searched Canvas Studio, but was not able to find an existing idea that requests the ability to extend the due dates for all assignments in a course for a single student; if that is something you'd like to see, please submit a new idea after reading How do I create a new feature idea?.
It's been 8 years since this was brought up. Typically, as a teacher, you don't give a student extra time on a single quiz/exam. You give them extra time on all exams, because they have disability accommodations. Having to "moderate" each quiz/exam for each such student individually is just one of the many instances of incomprehensible busy work that Canvas forces faculty into, where it feels like no real-world faculty were ever consulted to determine plausible use cases.
Please start listening to faculty and prioritize your development accordingly.
@rboerner This has been developed into New Quizzes (the future Quiz tool) that is available now. I know that not all institutions have adopted the new quiz engine yet but if you do have access to it (we allow faculty to turn it on if they want in the "Feature Options" area of their course) you will notice that you can change the accommodations for a student which applies to all quizzes. You can also moderate just that one quiz if needed.
Although I completely agree with you that teachers/faculty are way more likely to adjust ALL assessments and not just one, there are institutions that require students to request the accommodation for each quiz and do not allow faculty to just automatically assume the student wants the accommodation. Not sure if this is a college thing and is meant as a transition to the "real world" or what but the university I currently work at is like this. Our accommodation office much prefers the current classic way that forces the faculty to moderate each individual quiz based on the student's request.

I don't just need to give them extra time for all attempts of 1 quiz, I need to give them extra time on all the quizzes and tests they take. I have 20-30 students whit accommodations stipulating extended time on quizzes/tests. I shouldn't have to manually add time to every weekly quiz and unit test. Please make extra time a global option - listen to teachers who are telling you the functionality we need in an LMS. I don't understand how this issue was brought up 7 years ago and still isn't a functionality of Canvas.
