Is it possible to have access to download all student submissions for an assignment after the course is concluded by over a year and put into read mode? Can I only view assignments once put into read.

Hello @Bill01 

In order to download Student Submissions, the enrollments in the course must be active. You may not be able to access those for concluded courses.
