[ARCHIVED] Course files locked while taking a quiz?

My students discovered that while taking a quiz, they were not able to access files and videos in the files and media gallery tabs. But once they finished the quiz, they had access again. I did not want this to be the case or was expecting it to happen automatically. I couldn't find a setting when I made the quiz that locked the files. Is there a setting to change what they can access during a quiz?
