Hi, 

Can I create a staff conference in the Sandbox? Or how can I do a conference with staff only?

Hi  @rachel_irvine  Welcome to the Canvas Community.

You will need to have people in your course in able to invite them to a conference.

In your case it would be best to create a Staff Course, there are templates in Commons or start one from scratch How do I start a new course from the Dashboard as an instructor?.

Then populate it with your staff members How do I add users to a course?

Then you will be able to create a conference How do I create a conference in a course?

Just using your sandbox won't work as you are the only one in it.
