what determines order of outcomes in grade book?

I put in learning outcomes for a course. Each of those has a list of sub-outcomes. Then, when I go to view them in the grade book, the outcomes are in a different order. The sub-outcomes within an outcome are either in order or reverse order, but at least those are kept together. When I try to rearrange them, they just end up going back to the way they were, out of order. I have imported those same outcomes into different courses, and they are also out of order in the grade book. The thing is, the order they have been placed isn't the same as the course from which I imported the outcomes. What determines the order that outcomes are displayed? Can one permanently rearrange them and put them in the right order?
