[Account Settings] Active and archived grading schemes

Problem statement:

Once a grading scheme has been used in an assignment, no one can alter it (name or settings). If an education team decides to make slight alterations in a grading scheme (to use in a new course), we now design a new grading scheme. Problem: up to 5 grading schemes with names that look a lot a like, but have different settings.

Proposed solution:

2 categories within grading schemes: active schemes and archived schemes. The active schemes will be visible just like they are now. The archived grading schemes will still work for assignments/courses they are attached to, but users are no longer able to assign an archived grading scheme to a new course/assignment.

Also, it would be great if an admin can still change the name (not the settings) of a grading scheme.
